I recognize every one of the Disney characters except the short-haired blonde. Who is she?

There are only two characters from the sequels in the picture: The dark-haired girl with Ariel is her daughter Melody, and the blonde is from Hunchback of Notre Dame 2 (hence why she's with Esmerelda).
