Huh. I take back part of my statement. I didn't realize at first that cocoa butter would be a fat, so yes, apparently all chocolate can go bad, not just those with milk in them.
Is it coated with white/gray? The 'blooming' happens before it goes make-you-sick bad... and makes it taste a bit funny. I try to eat it before it blooms. ;)
It is possible to cut off the white part, sometimes, and use the rest.
